The national programme “Bulgaria 2030” is a key strategic document that defines the vision and objectives of the country’s socio-economic development. One of its key directions is the human resources development of scientists which, in turn, should stimulate Bulgaria’s transition to a knowledge economy. How will this take place? Which initiatives must be implemented in order to achieve the set goals? We will talk about this in today’s article.

How exactly will human resources development take place?
The sub-priority of the “Science and Scientific Infrastructure” programme directly concerns human resources development, with a focus on young scientists and the involvement of international specialists. This section provides for a reform of higher education institutions and scientific organisations aimed at career growth, retaining talented youth, and integrating Bulgarian scientists who work abroad.
Below we will analyse in detail the key aspects of this direction and identify the main strategies for attracting young scientists and international specialists.
The attractiveness of the scientific profession
One of the key priorities of this programme is the formation of the prestige of Bulgaria’s scientific sphere. In order to achieve this goal, the implementation of a number of measures is envisaged which should motivate and support young scientists.
- National reintegration and attraction programmes. The development of initiatives for the return of Bulgarian scientists from abroad and the invitation of foreign specialists to work in Bulgaria. This includes grants for relocation, adaptation, and integration into local scientific teams.
- Competitions and scholarships. The organisation of competitions for young scientists, PhD students, and postdocs, as well as the provision of additional doctoral scholarships. This, in turn, will stimulate competition and innovation among young people.
- Differentiated remuneration. The introduction of a reward system that depends on a scientist’s productivity in order to increase motivation (for example, publications in scientific journals, obtaining patents, etc.).
- Specialisations abroad. Funding internships for Bulgarian scientists in leading European scientific and innovation centres (for example, CERN, EMBL, or other consortia).
Formation, preservation, and development of talents
This direction is mostly devoted to the early involvement of young people in science and their support at all stages of career development. For this purpose, three key strategies of activity have been developed.
- Involving students in projects. Supporting the participation of students in research and innovation projects, including funding internships in infrastructures (for example, laboratories or centres of competence).
- Raising awareness. Measures to stimulate the interest of students and young people in science and technology (campaigns, workshops, school programmes).
- International forums. Continuing to support participation in global scientific events so that young scientists gain new experience and expand networks of professional contacts.
Within the framework of the “Bulgaria 2030” programme, the human resources development of science becomes an instrument for overcoming the outflow of highly qualified personnel and turning Bulgaria into an attractive centre for talent. For young scientists, this means more opportunities for career growth: from scholarships and competitions to differentiated salaries and internships abroad. In turn, international specialists will receive incentives to work in Bulgaria, including integration programmes and access to European funding.
In summary, this direction of development not only increases the number of scientific personnel, but also their quality, increasing the country’s competitiveness in the European scientific area. It is an investment in the future, where young scientists and international experts will become the driving force of innovation.
