The awarding of the title of "professor" in Bulgaria is a complex process that requires a high level of scientific and pedagogical training from the candidate. The procedure for awarding the academic title is regulated by the Academic Personnel Development Act of the Republic of Bulgaria and other regulations. These documents establish the minimum national requirements for candidates, the procedure for the competition for the academic position of "professor" and the criteria for the evaluation of academic performance.

Requirements for candidates for the academic title of "professor"
In order to obtain the academic position of "professor", candidates must fulfil the established minimum national requirements stipulated in the Act on the Development of Academic Personnel in the Republic of Bulgaria.
These requirements are a set of criteria defined by legislation and cover a number of mandatory scientific achievements necessary to confirm the scientific qualification of the candidate.

In case candidates have not previously held the academic position of "Associate Professor", they must submit another published monograph or equivalent publications in specialized scientific publications included in Scopus or Web of Science, or relevant evidence of creative achievements in the field of arts. The submitted materials must not duplicate the works used in obtaining the educational and scientific degree "Doctor" or scientific degree "Doctor of Science".
A prerequisite for obtaining the academic title of "Professor" is a certificate of compliance with the minimum national requirements. In addition, a reference to original scientific works with supporting materials should be indicated.
The Charter of the relevant higher education institution or scientific organisation may stipulate additional conditions.
Appointment to the academic position of "professor" is carried out based on the results of competitive selection. The competition is announced if there is an appropriate teaching or research load established by the charter of a higher education institution or scientific organisation.

The minimum national requirements for a "professor" differ depending on the category of sciences and are defined by the Act on the Development of Academic Personnel in the Republic of Bulgaria.
Procedure for awarding the academic title of "Professor"
In the procedure for awarding the academic title of "Professor", the scientific jury carries out a comprehensive evaluation of the candidates. First of all, compliance with the minimum national requirements set by the Act on the Development of Academic Personnel in the Republic of Bulgaria is taken into account.
In case of equal performance, the academic jury additionally considers the cumulative professional activity of the candidates, including achievements in the following areas:
- Educational activity:
- conducting classroom and extracurricular activities, including the exchange of pedagogical experience, conducting specialised courses, as well as guiding and advising colleagues
- Organising and participating in scientific and practical activities outside a higher education institution or scientific organisation
- teaching specialised disciplines in a foreign language
- work with students and doctoral students, including scientific supervision of doctoral students appointed to teaching positions in higher education institutions or scientific organisations.
- Research activities:
- management of research projects, creation of scientific teams, participation in authoritative scientific and/or professional organisations
- preparation of expert reviews, establishment of scientific schools, development of new scientific directions
- lecturing at foreign universities
- implementation of research results in practice, registration of inventions and rationalisation proposals.
- Artistic or sports activities:
- participation in professional creative associations, creation of creative schools
- lecturing at foreign universities
- international artistic or sporting performances
- the creation of internationally recognised artistic works.
Assignment of the academic title "professor"
Appointment to the academic position of "professor" shall be based on the results of a competitive selection process conducted in accordance with the conditions and procedure laid down in Chapter Three, Section IV of the Act on the Development of Academic Personnel in the Republic of Bulgaria.
The decision to award the academic title "professor" may be taken by the Faculty or Academic Council only if at least one third of its members with the right of casting vote hold the academic position of "professor" or have the scientific degree of "doctor of sciences".
